You've seen it before... neighbors with the biggest, brightest lights around. It's bad enough when they're actually outside and the lights are on. All their guests are wearing sunglasses at night... trying to fend of the incredibly offensive rays. But, what's far worse (and far more common) is when those very same outdoor lights are on and there's not a soul outside. This certainly ticks me off.
